Here is one way. Click on Rulers, and set the Ruler scale to: 1 in = 12 in
Then drag the 18U rack into your document, and click on: Properties -> Geometry.
You'll see the height of the rack is 31.5 inches, which is accurate (1U = 1-3/4")
To make the rack 48U * 1.75" = 84", simply resize it vertically to be 84" high.

Can someone say how to amend the size of the rack ? I am new to the program but cannot change it to 42u.
